The java stack exception shows
oracle.apps.fnd.framework.OAException: oracle.jbo.DMLException: JBO-26041:
Failed to post data to database during
"Insert": SQL Statement "INSERT INTO AR_CMGT_CREDIT_REQUESTS(CREDIT_REQUEST_ID,LAST_UPDATE_DATE,LAST_UPDATED_BY,CREATION_DATE,

java.sql.SQLIntegrityConstraintViolationException: ORA-01400: cannot insert NULL into ("AR"."AR_CMGT_CREDIT_REQUESTS"."APPLICATION_NUMBER")
The issue can be reproduced at will with the following steps:
Enter basic information such as the following:
Navigation: Credit Management Super User > Application > Search > Customer Name > View Accounts > Create Credit Application >
Credit Review Purpose: Credit Review > Credit Classification: Moderate Risk > Amount Requested: > Currency Requested: USD > Application Date: Today's date > Requestor: Select Name
Click on Save for Later or Submit.
The issue has the following business impact:
Due to this issue, cannot create a credit application.
