Concurrent Request With SFTP Delivery Option Fails With "Negotiated Kex is null" Error in Algorithm Exchange

Symptoms
On : 12.1.3 version, E-Business Suite Specific, TEST instance.
Delivery option for concurrent request is SFTP.
Trying to run request and upload output using delivery Options(FTP (Secure)).
Able to access SFTP Server and able to upload file from backend.
But while using Delivery opts get below error in OPP Log file:

The issue can be reproduced at will with the following steps:
1. Login to EBS application.
2. Submit any program from submit request window.
3. While submitting the program, go to delivery options and give the FTP details.
4. Error is displayed in the fndopp log file.
BUSINESS IMPACT:

Due to this issue, users cannot use SFTP to destination server using delivery option.
