Symptoms
On Test: 12.2.6 version, CRM HTML Administrator > User > Pending Approvals
When attempting to approve new users the following error occurs that registered via the self registration -
ERROR

3825: Error '-6550 - ORA-06550: line 1, column 21:
PLS-00302: component 'SENDNOTIFICATION' must be declared
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored' encountered during execution of Rule function
'wf_xml.SendNotification' for event 'oracle.apps.wf.notification.send' with key '10348935'.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. CRM HTML Administrator
2. User>Pending Approvals
Choose a user and click on accept button returns the error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the newly registered users cannot be approved nor access the system.
