"Value(s) is not a valid number" Error when Specifying a String Value for Order String Flex Field Value Rate Basis Condition

Symptoms
ACTUAL BEHAVIOR

When attempting to add a string flex field value as a rate basis condition for a rate record and saving the rate cost, the following error is seen on the screen:

EXPECTED BEHAVIOR

It is expected to be able to input a string value for the condition for any String Flex Field (i.e. Order String Flex Field Value) instead of having to input a number.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Navigate to Contract and Rate Management -> Contract Management -> Rate Record
2. Search for and select to edit the respective rate record
3. Go to the 'Rate Costs' tab
4. Either edit an existing rate cost or add a new rate cost
5. Select a string flex field as a Basis Condition from the drop down menu (i.e. 'Order String Flex Field Value' )
6. Input an operator (i.e. =)
7. Input a string value (i.e. STRINGVALUE)
8. Click Save
9. The error is seen.
