Goal

Noticed that two concurrent programs, OPM Financials Accounting Pre-Processor and Create Accounting (draft mode), sometimes run very quickly and sometimes very slowly.

When they run extremely quickly, it seems like he programs have determined that data has been already processed and does not need to be reprocessed. Are the programs written that way and what are the conditions it uses to make that determination?
