Element Entries Not Updated with Default Value As Per Element Link Criteria (Doc ID 2330208.1)

Symptoms

Standard Element links are created for an element with eligibility criteria.  Each link has a different default value set for for an input value. When the assignment is updated in a way that changes eligibility, the old element entry is end dated and new element entry is created as expected, but the input value remains the same for the element and does not take the default of the new element link.  This was working properly in the past, but is not after HRMS RUP 10.

STEPS

The issue can be reproduced at will with the following steps:
1. Create standard element links with criteria and assign a default value for one of the input values
2. Update an assignment such that the assignment is eligible for a different element link, therefore, the default value for the input value should change, but it doesn't.
