Symptoms

ACTUAL BEHAVIOR
Payment files that are supposed to include data stored in payee bank account descriptive flexfields are showing blanks instead.
Debugging the Format Payment Instructions with Text Output request shows the XML extract under the <PayeeBankAccount> tag is missing the <DescriptiveFlexField> section entirely.

EXPECTED BEHAVIOR
XML extract should include the following details (sample below is empty but actual results should be populated appropriately):

 
STEPS
The issue can be reproduced at will with the following steps:
1. Submit a payment
2. Process through Formatting stage
3. Observe resulting payment file is missing required details that were stored in the payee bank account's descriptive flexfields.

BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, payment files are being rejected by the bank for missing required details.

Changes

Multiple patches were installed recently, including an RPC.
The XML extract included the <DescriptiveFlexField> tag prior to this.
