APP-FND-09916 When Attempting To Update User Description or Email Address (Doc ID 2331234.1)

Symptoms

When anyone tries to update a user's information on the User Define form (FNDSCAUS) through the navigation Security / User / Define the below error occurs:

APP-FND-09916 unable to update user information

The Forms Runtime Diagnostic (FRD) showed FND_EVENT_PROCESSING returned FND MESSAGE_NAME "FND-9916".

The SQL trace on the form shows the Workflow error WFE_EVENT_NOTEXIST.
