International HRMS Setup Fails with ORA-20100: Temporary file creation for FND_FILE failed (Doc ID 2332046.1)

Symptoms

Problem Statement:

"International HRMS Setup" fails with the following error.

Error at step 3 in pay_ip_startup_util.setup - ORA-20100: ORA-20100: Temporary file creation for FND_FILE failed.
Directory &FILE_DIR is invalid, contact your system administrator.

Action: Check that the directory is a valid directory with write permissi <DATE> <TIME>

 

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Run "International HRMS Setup".
  2.  Request fails with the error.
