After patch 26483540:R12.PO.B, Finally Closed PO shipments can be Re-opened

EXPECTED BEHAVIOR
-----------------------
Finally Closed action is a final action, PO status should not change back from Finally Closed to Open

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create and Approve PO with one Line and two Shipments.
2) Choose for Shipment #1 Tools -> Control from the top menu. Select "Finally Close". The Closure status has changed for Shipment #1 to "Finally Closed".
3) Find PO Header in "Purchase Order Summary" form. Choose Tools -> Control from the top menu. Select "Open".
4) Open PO Shipments in "Purchase Order Shipments" form. The Closure status has changed for Shipment #1 to "Open".

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Finally closed PO Shipments are getting reopened which is incorrect functionality ( Finally Closed is a permanent status)
