ADOP Cleanup Phase Not Working After Applying Incorrect 32-bit Version of Patches

Symptoms
On : 12.2.4 version, Patch Application Issues
When attempting to execute adop phase=cleanup cleanup_mode=full, the following error occurs.
[ERROR] Cannot connect to database
[ERROR] Error Message:
[ERROR] Error calling ad_zd_log. Refer to log file for details.
[ERROR] Error calling ad_zd_log. Refer to log file for details.
[ERROR] Error calling ad_zd_log. Refer to log file for details.
The issue can be reproduced at will with the following steps:
1. Apply Patches to the Web Tier in an open patch cycle using OPatch.
2. Execute Cutover
3. Execute cleanup
$ adop phase=cleanup cleanup_mode=full
