Symptoms

Journal Import does not check for Security Rules. The users can import the journals though they contain code combinations restricted for usage.

For this reason, certain responsibilities may bring data in for other entities they would not normally be able to access due to the security in place.

Changes

Security Rules are defined and assigned to users.
