Retropay Spreadsheet Is Not Updating Retro Element But Changing Entire Assignment Status (Doc ID 2342440.1)

Symptoms

 User desires to defer or 'defer forever' individual retro elements from the Retropay Status form.  There is is no way to do this through the form, so the retro entries were downloaded to a spreadsheet and set to delete, but it did not work.  When attempting to upload the spreadsheet, user got error "You cannot delete this RetroPay entry of element type [element name] since it is system-generated."
