"Change Start Time" Action Results in Wrong Start Time When Used on a Shipment With Depot Stops (Doc ID 2344085.1)

Symptoms

A shipment is created with Depots. When the Shipment Action "Change Start Time" is executed on this shipment, the start time of the shipment is not set to the value that was entered on the Change Start Time action. Instead, the new shipment start time is inheriting the time of a later stop in the shipment.
