DATAFIX : Unable to Purge Records from WF_ITEM_ACTIVITY_STATUSES_H for Cancelled Sales Order Line

Actual Behavior
There are millions of records in wf_item_activity_statuses_h which can not be purged for Item Type = "OEOL".
And after running "Purge Obsolete Workflow Runtime Data" and "Purge Order Management Workflow" but these data cannot be purged.

There are millions rows found using below SQL.

Expected Behavior
Want to delete wf_item_activity_statuses_h for Item Type = "OEOL"

Steps to Reproduce
