Salary proposal was not updated after creating new assignment and grade step

Salary proposal should update after creating new assignment and grade step



Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1) Login to Application

2) Navigate to People >> Enter an Maintain

3) Find Employee Record

4) Create Secondary Assignment record:

     A) Enter Assignment Info:
     B) Enter Statutory Information
     C) Enter Grade Ladder, salary basis, grade and Other -> Grade Step
     D) Enter Spinal Point
     E) Make secondary assignment primary
     F) The new primary assignment does not has the salary info
