Checklist Not Appearing Against Already Created Collections Strategy (Doc ID 2351385.1)

Symptoms

When adding a checklist to an already created/assigned strategy, it doesn't really add the checklist. You can see in the table that the check_list_temp_id for the Strategy is blank even though the front end form shows you added the Checklist.
