Symptoms
On : 12.2.6 version, Purchasing Processes
When attempting to finally close blanket release,
the following error occurs.

APP-PO-14160: Document action not completed successfully
You attempted to perform a document action that is incompatible with the document status
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query up blanket release
2. Click on Finally Close button
