Unable To Rehire an Ex-Employee due to Error APP-PAY-07193: You cannot continue with this change future person types exist on Enter and Maintain Form (Doc ID 2352453.1)

When attempting to re-hire an ex-employee having future person type changes, the following error occurs on Enter and Maintain form:

The issue can be reproduced at will with the following steps:

1. Set profile option "HR:Future Dated Person Change" to Yes at Site level.

2. Create new Employee  as of <01-MON-YYYY>.

Create person changes in update mode:
3. Date track to <05-MON-YYYY> Add Birth Date in update mode.

4. Date track to <10-MON-YYYY> Add Town of Birth in update mode.

5. Date track to <15-MON-YYYY> Add email address in update mode.

6. Create Applicant Record as of <25-MON-YYYY> person type usage is as following:
APL-Applicant from <25-MON-YYYY>
EMP-Employee from <01-MON-YYYY>

7. Terminate Employee as of <20-MON-YYYY>
 Actual: <20-MON-YYYY>
 LSP: <20-MON-YYYY>
 FPD: <30-MON-YYYY>

Person type usage is as following:
APL-Applicant from <25-MON-YYYY>
Ex-Employee from <21-MON-YYYY>

8. Re-hire the person as of <22-MON-YYYY>.

9. Above error occurs when saving the action.
