Unable To Receive An Internal Order Shipment When HR:Security Profile Does Not Have Access To The Source Organization (Doc ID 2353307.1)

Symptoms

On : 12.2.6 version, Receiving Functions

When attempting to query an Internal Order shipment in Receipts form, the following error occurs and so users are unable to receive the shipment.
The error occurs when the "HR: Security Profile" is not having access to the source organization (or the shipping organization).

Error
APP-PO-14094 No records meet your search criteria.

Steps
The issue can be reproduced at will with the following steps:
1. (N) Inventory > Transactions > Receiving > Receipts
2. Query by requisition number
3. Error occurs

Business Impact
The issue has the following business impact:
Shipment material gets stuck intransit, can never be received in the destination organization.
This leads to material not being utilized by the requesting destination organization.
Also the requisition stays open all the time as the material is not fulfilled for the destination organization.
