R12: AP: ZX: Cannot Apply Prepayment in Foreign Currency Due to Error: "No rate found for tax conversion type" (Doc ID 2356427.1)

Symptoms

 When attempting to apply a prepayment in foreign currency on the Invoice Workbench Form, the following error occurs:

ZX.PLSQL.ZX_TDS_TAX_ROUNDING_PKG.get_other_rate.BEGIN
- ZX_TDS_TAX_ROUNDING_PKG: get_other_rate(+)p_from_currency = <XXX>p_to_currency = <YYY>p_conversion_date = <DD-MON-YY>P_trx_conversion_date = <DD-MON-YY>p_tax_conversion_type = <zzzzzzzzz>p_trx_conversion_type = User
- No rate found for tax conversion type: Corporate p_conversion_date = <DD-MON-YY>
- No rate found for trx conversion type: Corporate p_conversion_date = <DD-MON-YY>
- Getting Rate information based on Currency Converion Date P_trx_conversion_date = <DD-MON-YY>
- No rate found for tax conversion type: Corporate P_trx_conversion_date = <DD-MON-YY>
ZX.PLSQL.ZX_TDS_TAX_ROUNDING_PKG.convert_amount.END
- ZX_TDS_TAX_ROUNDING_PKG: convert_amount(-)E
ZX.PLSQL.ZX_TDS_CALC_SERVICES_PUB_PKG.tax_line_determination
- Incorrect return_status after calling ZX_TDS_TAX_LINES_DETM_PKG.determine_tax_lines()
- RETURN_STATUS = E
ZX.PLSQL.ZX_API_PUB.CALCULATE_TAX
- ZX_API_PUB: CALCULATE_TAX:ZX_TDS_CALC_SERVICES_PUB_PKG.tax_line_determination returned errors

 The issue can be reproduced by following the below steps:

1. Create a prepayment ,validate it and pay it 
2. Create a standard invoice and validate
3. Apply prepayment
