EMEA VAT : Selection Process - performance issue and finish with error due to:

Exception in OTHERS ZX_AR_EXTRACT_PKG.execute_dynamic_sql_strg : ORA-12801: error signaled in parallel query server P00
ORA-01652: Unable to extend temp segment by 128 in tablespace TMP


Changes

 As per <Bug 27331596>

The dynamic where clause is not using AND and OR correctly    
NULL date parameters must always be used in AND clause  
and not in OR clause
