Goal

Award Budget form has been set as QUERY_ONLY. When navigating directly from the menu to the Award Budget form this works correctly.

If a user navigates from the Award Management form, using Tools > Award Budget, the form is not QUERY_ONLY and can be used to update, submit, and baseline award budgets.

How do we prevent the users from entering the form this way?
