The Unit Price Field is restricting decimals based on Currency Precision in Transaction Lines Form

Symptoms
On : 12.1.3 version, Transactions Related
The Unit Price field in the Transaction Lines form does not let users enter any amount of decimals
Business needs 4 decimal precision.
The issue started after applying patch 22590767
We now cannot enter 4 decimal precisions.
Steps to Reproduce:
Responsibility: Receivables Manager
Navigation: Transactions> Transactions
- Enter or query transaction
- Click in Line Items button
- Enter line information
