'Unable to release order base line XXX.XXXX-XXX because the line would be over released' Error When Releasing Order Base Line (Doc ID 2360223.1)

Symptoms

When attempting to release Order Base Line via the 'Ready to Ship' screen , the following error occurs.

Create a TransOrder via integration with the following line item.

One Line Item
W: 41.04 LB
V: 0.96 CUFT
Total Package Count: 72

  Go to OB Line -> Search ob line with order base id

Click on Actions -> Order Management -> Change Order -> Ready to Ship
Expand the Line Items section (Note: The volume is 1 CUFT not 0.96 CUFT)
Edit Total package count from 72 to 30
Submit the Save button
Released an order release with 30 lines

  Go to OB Line -> Search ob line with order base id

Click on Actions -> Order Management -> Change Order -> Ready to Ship
Expand the Line Items section
Edit Total package count from 42 to 41
Submit the Save button
Released an order release with 41 lines

  Go to OB Line -> Search ob line with order base id

Expand the Line Items section
Click on Actions -> Order Management -> Change Order -> Ready to Ship
Release remaining Total package count 1
Submit the Save button

Error appears.
