OTA is not Starting After Implementation (Doc ID 2360584.1)

Symptoms

On : 12.1.3 version, SUPPORT

OTA doesn't start

ERROR
-----------------------
in $LOG_HOME/ora/*3/j2ee/oafm/oafm_default_group_*/log.xml file

  <MSG_TEXT>Exception creating connection pool. Exception: oracle.oc4j.sql.DataSourceException: Exception setting the property 'dbcFile' on the DataSource. Exception: java.lang.reflect.InvocationTargetException

The issue can be reproduced at will with the following steps:
