Symptoms

ACTUAL BEHAVIOR
---------------
High CPU utilization occurs on the web server as a result of BI PUBLISHER resubmitting a SQL query repeatedly to the database.

EXPECTED BEHAVIOR
-----------------------
The report should be submitted once and maintain CPU utilization in a normal range of operation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Business Process Automation>Reporting>Report Manager
2. Run a custom report
