Installed Base UI Search Does Not Return Rows After Patches Applied (Doc ID 2361390.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Installed Base search does not return rows after the application of patches 21670816 and 23108884.
The search returns no results no matter what fields are searched.
Same issue if using Quick Search as well as the Advanced Search page.

EXPECTED BEHAVIOR
-----------------------
Expect search results when searching item instances in the IB Quick search or Advanced Search in the Installed Base (IB) User Interface (UI).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Installed Base Agent User > Item Instances > Item Instance
2. In IB Item instance search page, search by any field such as instance_id, SN, or external_reference. No results shown.
