On : 12.2 version, Patch Application Issues

While applying patch 22288381 opatch fails with the following error.

ERROR
----------------
OPatch Version : 11.2.0.3.18
OUI Version : 10.1.0.6.0
The OPatch version is not applicable for current OUI version.

STEPS
---------------
The issue can be reproduced at will with the following steps:
1. Download patch 22288381
2. Apply patch using opatch
