Symptoms

When attempting to upload a content file larger than 200MB, the following error occurs.

-- Error
Couldn't commit to database. Nothing will be imported: oracle.jbo.jboexception: JBO-29000: Unexpected exception caught: java.lang.OutOfMemoryError, msg=Java heap space

-- What is working
 When uploading files smaller than 50MB the application work correctly.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Oracle Learning Management Administrator.
2. Content Administrator, upload file.
3. Error is reported.
