Cost Manager Does Not Pick Pending Resource Transactions (Doc ID 2364807.1)

Symptoms

ACTUAL BEHAVIOR
There is pending resource transaction with status as 'Pending' (wip_cost_txn_interface.process_status=1). But Cost Manager does not pick them to process.

EXPECTED BEHAVIOR
Pending resource transactions are processed by Cost Manager.

STEPS
The issue can be reproduced at will with the following steps:

  1. Review Pending Transactions (WIP > Resource Transactions> Pending Resource Transactions)
