Symptoms

On : 12.2.4  Service Request Charges

When attempting to submit charges on the service request form the following error occurs:

.Submit Order failed: CS_Charge_Create_Order_PVT.Submit_Order - ORA-00604: error occurred at recursive SQL level 1 ORA-31011: XML parsing failed ORA-19213: error occurred in XML processing at lines 3 LPX-00225: end-element tag "PARAMETER_LIST" does not match start-element tag "VALUE".

The issue can be reproduced at will with the following steps:
1. Create a service request.
2. Create a charge for a labor item
3. Submit charges
4. Error occurs.
