Material Status Does Not Work for Subinv Transfer on Onhand Material Status Enabled Org

Symptoms
Actual Behavior
On onhand material status enabled organization, define the material status as "Subinventory Transfer" is disallowed and assign the status to subinventory.
When no onhand exists in that subinventory, subinventory transfer can be performed FROM disallowed subinventory.
Expected Behavior
When no onhand exists in that subinventory, subinventory transfer cannot be performed FROM disallowed subinventory.
What is Working
On onhand material status disabled organization, subinventory transfer cannot be performed FROM disallowed subinventory even if no onhand exists in that subinventory.
Steps
Org:M1(Onhand Material Status Enabled)
1. INV(N)Setup > Transactions > Material Status
Define material status "no-subxfr"
Usage: subinventory, on-hand checked
Disallowed Transaction: Transfer material between subinventories
2. INV(N)Setup > Organizations > Subinventories
Define subinventory "sub-A", assign status "no-subxfr"
3. INV(N)Items > Master Items
Define new item "item-A", assign to M1
4. INV(N)Transactions > Subinventory Transfer
Select item "item-A" and click subinventory LOV (FROM)
-> "sub-A" can be selected
