Goal

 After patch 26648248:R12.FWK.C introduced in bug 26542836, find BWC > Order page - OrdersSummaryHeadersPG, 'Create Standard Purchase Order' shows two places on same web-page instead of only one before patch applied.

Example Scenario:

1 - Purchasing > buyer work center > order
- AFTER patch 26648248:R12.FWK.C (introduced in bug 26542836 )
>>>On order web page, there are two places for 'Create Standard Purchase Order'
1.1.At top site right corner
1.2.At bottom right corner

2 - Purchasing > buyer work center > order
- BEFORE patch 26648248:R12.FWK.C (introduced in bug 26542836 )
>>>On order web page, only one 'Create Standard Purchase Order'
2.1.At top site right corner

*"Create Standard Purchase Order " shows different places before and after patch installation.
