Symptoms

In Oracle Payables, Release 12.1.3,production environment, the user is not able to update supplier . They receive the following error:

ERROR

"These address elements are not validated: County, City. Correct the invalid elements, or continue and save the invalid address."

EXPECTED BEHAVIOR
-----------------------
Able to update supplier

ENVIRONMENT
-----------------------
Product and version: Oracle Payable, Release 12.1.3
Release: 12.1.3

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Using Payables Manager responsibility

2. Navigate to Supplier -> Inquiry

3. Go to address book and click on pencil icon under update

4. Select options Purchasing and Payment via checkboxes

5. Receive error
