You have reviewed the Integration Guide for 6.4.1 within this document it is stated that the path to access the RestApiList would be / GC3 / api / RestApiList

This does not load the server page as expected with the REST API information and instead just a blank screen is displayed. 

Are there additional configuration that must be performed on the server to view the RestApiList?
