Sourcing does not work if Quotation does not have a Supplier Site

Set the profile PO: Automatic Document Sourcing = Y
Create a standard quote with the Supplier Site Null.

Create a standard PO for the Supplier and item and the PO will not be source to the Quote.

If you create the quote with the supplier and supplier site then the sourcing works correctly.
