This Transaction Failed Because the Employee's Record or Eligibility Status Has Changed

When attempting to approve a Personal Information Change transaction, the following error occurs.

"The changes were not applied because This transaction has failed because the employee's record or eligibility status has changed. Submit a new transaction."

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. Employee Submits several Personal Information Changes (consecutive changes creating multiple Personal Information transactions)
  2. Approver attempts to approve the first change (transaction) and the error occurs.
