Incorrect totals & fund amounts in modifications

Symptoms
On : 12.2.4 version, Award/PO
ACTUAL BEHAVIOR
---------------
There are two modifications to the subject award (Modification 1 and Modification 2) that contain incorrect Total values and/or Funded Values.
Modification 1
Shows a negative value “Changed Amount Excl Options” - this is incorrect.
The correct amount should be Zero
This modification has no value or funding tied to it so it should not obligate or de-obligate anything
Modification 2
The Total Fund Value Summary (lower totals in screenshot) are incorrect as well.
The overall “total fund value” as of Mod 1 should be $XXX.XX and not Zero.

The amounts for both modifications should display the correct values
STEPS

The issue can be reproduced at will with the following steps:
1. Log into EBS > CLM responsibility
2. Query Award > Check Totals
