R12: Edit Budget screen (FpEditPlanPG), the icons for Details, Edit, and Update Budget Line Details are not displayed. (Doc ID 2372479.1)

On the Edit Budget screen (FpEditPlanPG), the icons for Details, Edit, and
Update Budget Line Details are not displayed.

Personalizations Enabled, No actual personalizations exist, Using Seeded
Current Budget Burdened Cost Variance. Icons to edit do not appear.

Create duplicate of seeded view and add Details, Edit and Update Budget
Line Details to view. (Seeded view typically has these fields visible
already.) None of the added fields appear.

Return to the saved personalization and the added fields are no longer there.

Personalizations turned off. Icons exist. Also note, bottom scroll bar on
budget table is now visible. It was not visible when Personalization is
enabled.

1) With no personalizations implemented, icons do not appear. This is done
by using the default view (Current Budget Burdened Cost Variance)
2) When attempting to manually add icons via personalization by duplicating
and updating the default view (Current Budget Burdened Cost Variance), icons
do not appear.
3) Updating the profile Disable Self-Service Personal = 'Y' causes the icons
to display properly.

The behavior matches that described in Doc ID 2062976.1 . When
Personalizations are turned off, the icons appear.
