Symptoms

When running a custom program using project API pa_project_pub.create_deliverable from the seeded responsibility "Project Super User" for a project, the API returns error "You do not have the necessary permission to maintain invoice and revenue events.". A project can be entered through the deliverable and action manually from "Project Super User". The program and API works properly in responsibility "Project Billing Super User"
