R12.2 and later: WebADI: Frequent Locks Occurring In The Database During Assets WebADI Uploads (Doc ID 2378037.1)

Symptoms

When attempting to upload assets through WebADI, only first couple of lines are getting uploaded and then the upload gets stuck showing the following error:
