BI Publisher 12c Repeating Section Changes are not Saved in the Layout Editor

Symptoms
On : 12.2 version, Enterprise
When attempting to add a repeating section into a layout template, the following error occurs:
"2017-12-11T14:52:37] [bi_server1] [ERROR] [] [oracle.xdo] [tid: 394] [userId: ] [ecid:<ED_ID>,0:10] [APP: bipublisher] [partition-name: DOMAIN] [tenant-name: GLOBAL] [SI-Key: ssi]
Switch to default layout because requested layout is null:"

The issue can be reproduced at will with the following steps:
1. Alter an existing layout template by inserting a data table into a repeating section.
2. Save and exit the editor.
3. Edit the layout again, the changes are not saved.
