Cancel reason missing in iProcurement cancel requisition


Actual:
Reason code text box is not visible for a requisition (without Purchase Order) when clicked cancel requisition.

Expected:
It should be available. As its available in core forms.

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Create Requisition, do not create the Purchase Order
2. Do Cancel requisition.
3. Reason code text box is missing.
4. Same is available if there is a Purchase Order.
5. It should be available as reason is available when canceling req without
PO from core forms.
