Symptoms

ACTUAL BEHAVIOR
---------------

An order with a remark qualifier defined is planned onto a shipment. The order is modified via integration (ex. date change) and the changes are propagated to the existing shipment through the ORDER RELEASE - MOD - EDIT
SHIPMENT agent action. As a result of the ORDER RELEASE - MOD - EDIT SHIPMENT agent action executing, the remark qualifier for the order is duplicated, even though it is marked as "One, Update".

Note: This issue is only seen when the ORDER RELEASE - MOD - EDIT SHIPMENT agent action is executed as part of the order modification process.

EXPECTED BEHAVIOR
-----------------------
It is expected that only one Remark is created and maintained for the order release which would conform to the data contained in the XML sent to OTM.  The remark qualifier is marked as "One, Update" for 'Updates Allowed' which indicates that only one remark should be created and updated for any inbound integration.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Plan an order with a remark qualifier onto a shipment. Ensure that the remark qualifier is marked as "One, Update"
2. Send in an order modification through integration.
3. An automation agent with ORDER RELEASE - MOD - EDIT SHIPMENT action should be triggered to propagate the change to the relative shipment
4. The remark qualifier on the order will be duplicated.
