Semimonthly Payroll Definition Cannot Be Modified For Business's Requirement

"Oracle generated payroll periods are not designed for business day calculations". When a period has 12 business days and for 8 hour employee, payslip shows 96 hours.  In similar manner New Hire happening on 4th business in this period, payslip will show 72 hours.  Can you please explain why payroll periods are not designed for business day calculations. Can Oracle acknowledge and confirm that a change in period dates will result in new proration numbers. ?
