ShipmentModViaOrderLine Functionality In Actual Shipment XML - Not Working As Expected (Doc ID 2384232.1)

Symptoms

Sending an Actual Shipment XML to update a certain ship unit of a shipment (that has three ship units) with an updated weight, volume and packaged item count, within the actual  shipment XML used  the Order Base ID, PackagedITem ID and OB line ID under segment to match the affected ship unit
  
The Expectation is that the Actual shipment xml affects only one ship unit out of three, however OTM updates all three ship units with same weight, volume and Packaged item count.

For example:


A shipment planned with three ship unit lines each with weight of 10,20 and 30 LB respectively.
1234-001-001 - 10 lbs
1234-001-002 - 20 lbs
1234-001-003 - 30 lbs

OTM receives an Actual Shipment xml with an updated weight of 50 Lbs against first ship unit(1234-001-001), and no updates on other two ship units,

Expected OTM to replace 10 lbs with 50 lbs. Instead OTM updates all three ship units with 50 lbs.
