The State Unemployment (SUI) wages for the State of Kansas are capping at the SUI ER TAXABLE maximum of 14,000 for the Payroll Calendar year of 2020
EXPECTED BEHAVIOR

Customer is located in the State of Kansas and indicates they are rated governmental employer and no SUI ER TAXABLE cap of 14,000 should be in place
STEPS

The issue can be reproduced at will with the following steps:
1. Customer changed from a contributing employer to a rated government employer
2. The SUI ER Taxable amount is capping at $14,000 for the calendar year of 2020
3. Customer is looking for NO cap on the SUI ER TAXABLE wages for the State of Kansas
