ADOP Cutover Phase Fails When Starting Application Tier Services (Doc ID 2387595.1)

Symptoms

On : 12.2.4 version, Patch Application Issues

The cutover adop fails with the following error:

ERROR

  [UNEXPECTED]Error occurred running "perl /u01/prod/fs1/EBSapps/appl/ad/12.0.0/patch/115/bin/txkADOPCutOverPhaseCtrlScript.pl -contextfile=/u01/prod/fs1/inst/apps/.../appl/admin/PROD_pebs1.xml -patchcontextfile=/u01/prod/fs2/inst/apps/.../appl/admin/PROD_pebs1.xml -promptmsg=hide -console=off -sessionid=51 -timestamp=20180331_160931 -outdir=/u01/prod/fs_ne/EBSapps/log/adop/51/20180331_160931/cutover/pebs1 -action=forcestartup"
  [UNEXPECTED]Cutover phase has failed.
  [PROCEDURE] [START 2018/03/31 16:40:04] Updating session timestamps
  [STATEMENT] CUTOVER Phase END TIME: 31-03-2018 16:40:04


Another error you might find would be something like the following:

[STATEMENT] CUTOVER Phase END TIME: 12-05-2018 07:10:20
