User That is Not the Preparer Is Unexpectedly Able To Change a Rejected or Returned Requisition (Doc ID 2388598.1)

Oracle iProcurement allows user that is not the Preparer to change a Rejected or Returned requisition created by another Preparer.  This is not possible on Incomplete requisitions when error below is displayed.  This creates confusion because it is not consistent  as based on the Requisition status sometimes a user that is not the preparer can change the requisition and in other statuses they are not able to make the changes. 

 Replication Steps:
1. Login and go to iProcurement page
2. Search Requisitions and look for Requisition in Returned or Rejected status for users other than the current user that is logged in
3. Select Requisition and then click Change button
4. No message is displayed stopping the user, and if the same steps are followed for Incomplete status requisition the above message stops the user from initiating a change on the Requisition
